The Delhi
Police have detained a senior employee from the Women and Child Development
department on suspicion of raping his friend's 14-year-old daughter over a
period of months and getting her pregnant. Arvind Kejriwal, the chief minister
of Delhi, commanded the senior official's suspension on Monday.
After her
father passed away on October 1, 2020, the survivor, a Class 12 student in
Delhi, moved in with the accused, Premoday Khakha, and his family.
Premoday
Khakha works as the WCD department's deputy director. She used to refer to him
as "mama" (her maternal uncle), while he served as her local
guardian.
Between November 2020 and January 2021, the accused
is accused of raping the girl many times.
The man and his wife have also
been charged with rape under the Protection of Children from Sexual Offences
(POCSO) Act, according to Delhi Police. The wife has been accused with
providing her with abortion medication.
According to DCP (North) Sagar
Singh, a FIR has been filed under the Pocso Act based on the survivor's report.
"From
October 2020 to February 2021, the survivor stated that she began living with a
family friend, her guardian, following her father's death." The uncle,
under whose care and protection she was residing at his residence, sexually
harassed, physically abused, and repeatedly raped her. "The survivor began
experiencing anxiety attacks and was admitted to a hospital about a week
ago," police said.
He went on to say that after
intensive counselling, the girl told the physicians about the sexual abuse.
"She claimed to have had panic attacks after the accused and his wife
terminated her pregnancy." "A medical examination has been conducted,
and an investigation is underway," DCP Singh stated.
"Details will be revealed
following the recording of the judicial statement in front of the
magistrate." The survivor is still healing and receiving treatment.
"She is a minor and a student," remarked the senior police official.
He went
on to say that the girl is being treated in a hospital. "After registering
the FIR, we filed an application in court on the second day itself to record
the girl's statement in front of the magistrate, but the doctor refused
permission, saying she was not in the right mental condition," DCP Singh
explained.
Swati
Maliwal, Chairperson of the Delhi Commission for Women, criticised the
"slow pace of action" in the case, querying why the accused had not
yet been detained.
